Roger Carter has decades of drumming experience. He was first introduced to the world of marching percussion as a student at Mission Viejo High School, and continued his drumming development in Southern California with the Kingsmen and the Velvet Knights. He then spent six years as a staff member with the Blue Devils, winning three DCI titles and two high percussion awards. Roger continued his drum corps teaching experience with the Crossmen and later the Madison Scouts. In , Carter joined the percussion staff of the Bluecoats as a snare tech.

The corps members chose the name both because of their sponsorship and to honor the city's police officers, particularly those who had retired from the ranks. The corps made its competition debut in and, in their first major show, finished thirty-second of thirty-seven corps in the U. Open Class A prelims in Marion, Ohio. The corps improved year by year, and began touring in both the U. Open finals in , taking second place in and third in The Bluecoats made their first DCI appearance in Denver in , scoring in thirty-fifth place among forty-five corps.
